The Welsh Government are rolling out the 2 Year Old Funded Childcare in Flintshire.
Welsh Government funded childcare is available for all 2-year-olds living in Flintshire.
Eligibility and Entitlement
Your child will be eligible for funded childcare the term following their 2nd birthday up until the end of term that they turn 3 years old.
Children are entitled to 12.5 hours of childcare per week (2.5 hour sessions per day, up to 5 days a week) term time only. There may be of circumstances when you would like your child to attend less than 5 days and / or you may want to adapt the sessions. You can discuss this with your chosen childcare provider and Early Years Team.

A childcare provider can be a childminder, cylch/playgroup, private day nursery, or another form of childcare provision registered with Care Inspectorate Wales (CIW).
The child’s funding will be paid directly to the childcare provider and can only be used with one provider at a time.
How to Apply?
- Use the eligibility checker below to find out when your child can access funded childcare.
- Applications open 2 months before your child becomes eligible.
We'll let you know if your application has been approved around 3 weeks before your child’s start date.
- Please make sure your application is submitted with all the required evidence.
Unfortunately, late applications may mean your child misses out on funding.
- Once your application is approved, you'll receive an email confirming your child’s start date with your chosen childcare provider.
If you haven’t already completed the provider’s registration form, please contact them within 14 days to do so.
- If your preferred childcare provider is full, we'll offer a place with your second-choice provider.
If this isn't suitable, you're welcome to choose another provider or join a waiting list until a place becomes available.
- If you decide to change childcare providers, please give 28 days’ written notice to your current provider and let the Flintshire Early Years Team know.
Once the notice period has ended, your funding can be transferred to your new provider.
Prior to submitting your application, please ensure you have completed the following steps:
- Please contact childcare providers to make enquiries of their availability for your child (Flintshire Registered Childcare Providers).
All providers are different and offer different experiences for children. Choosing childcare is parental choice.
- Once you have secured a childcare space for your child at your chosen childcare provider, you can complete an application form and email it to flyingstartapplications@flintshire.gov.uk along with evidence of residence and child’s date of birth.
Child’s date of birth could be evidenced by a copy of their passport, birth certificate or doctor’s letter.
Residency could be evidenced with a recent utility bill or council tax bill.

No, childcare sessions are paid for by Welsh Government.

What if I am a working parent, can I still claim?
Yes, the primary objectives for expanding 2-year-old funded childcare are to ensure children get the best possible start in life, to tackle poverty and deprivation, and to increase the provision of childcare services and of Welsh medium childcare places and settings.
However, the provision of funded childcare places for two-year-olds may also enable parents to work or access training and education opportunities that may not have otherwise been possible.
In addition, those who work full time can have some of their childcare costs paid through this provision, if their child attends a registered childcare setting.
Flying Start funds childcare provision for 2-year-olds from the term after their second birthday, to the term after their third birthday. Personal data will be processed by Flintshire County Council for the specific purposes of administering, monitoring and managing Flying Start Childcare. ‘Personal data’ may relate to the parent/s or child/children. The processing of your personal data is necessary as part of our Public Task defined by Welsh Government and in substantial public interest in order to deliver the Welsh Government Flying Start programme in Flintshire.
Flying Start and your chosen childcare setting are required to share personal data, which will be limited to only what is necessary for the delivery of the programme.
The Flying Start Childcare Team supports childcare provision for Flying Start funded children, and, in order to do this, may share relevant information about registered/funded children, including their attendance at settings and/or their development with other services such as:
- Health Visitors
- Early Entitlement
- Early Years and Family Support
- Inclusion
- Psychology
- Flintshire school staff
- The North East Wales Sensory Support Service
- Speech and Language Services
- Flintshire Pre-School Development Team
Where necessary, for the purpose of supporting your child’s learning and wellbeing, the Flying Start Childcare Team may also share information gained from the above services with the childcare setting your child attends.
Flintshire County Council will retain your data until your child’s 4th birthday and for a period of 6 years beyond that date.
