Flintshire THRIVE: Town Heritage, Regeneration, Investment and Vibrant Enterprise

THRIVE is Flintshire County Council’s coordinated, place-based regeneration programme focused on property, businesses and town centres. It brings together investment in people, property and place to strengthen town-centre economies and support long-term, sustainable growth.

THRIVE is funded through the Local Growth Fund (LGF). LGF in Wales is managed by the Welsh Government and funded by the UK Government.

LGF is a £546.5 million, three-year investment programme supporting productivity, stronger regional economies and inclusive growth across Wales from 2026 to 2029.

How THRIVE contributes to Local Growth

THRIVE combines investment in strategic sites and commercial premises with support for business creation, growth and productivity.

The programme supports the LGF priorities of Improving Regional Infrastructure and More Productive and Competitive Businesses by helping to:

  • unlock investment in strategic sites and commercial premises
  • bring vacant or underused buildings back into productive use
  • improve the quality, accessibility and sustainability of commercial spaces
  • help businesses establish, invest, improve productivity and grow

Three complementary grant schemes

How THRIVE supports Placemaking

THRIVE focuses investment on the seven Flintshire town centres with adopted or emerging Placemaking Plans, supporting activity that strengthens local identity, commercial vitality, accessibility and the productive use of buildings and spaces.

Flintshire town centres supported by THRIVE:
• Buckley • Connah’s Quay • Flint • Holywell • Mold • Queensferry • Shotton

Recognising the gateway economy

THRIVE extends eligibility to suitable activity within one mile of the Local Development Plan (LDP) town-centre boundary. This recognises that gateway locations, approach routes and fringe businesses support footfall, investment, employment and the wider economic function of each town centre.
