Catholic Education Proposal


Flintshire County Council is considering a proposal to reorganise Catholic education provision in Flintshire. The proposal forms part of a strategic approach developed by the Catholic Diocese of Wrexham in partnership with the Council to address a number of challenges affecting Catholic education locally and to support a sustainable, high-quality Catholic education offer for children and families in the future.

The proposal seeks to:

  • Reduce surplus school places, enabling resources to be focused on teaching and learning.
  • Improve learning environments for pupils.
  • Strengthen leadership arrangements across Catholic education provision.
  • Support the delivery of a full curriculum offer for learners aged 3 to 18.
  • Further develop Welsh-medium education within a Catholic context.
  • Maximise opportunities for investment through Welsh Government's Sustainable Communities for Learning Programme.

The Proposal

The proposal being considered by the Council would:

  • Close St Anthony's Catholic Voluntary Aided Primary School, Saltney, by 31 August 2027.
  • Close St David's Catholic Voluntary Aided Primary School, Mold, St Mary's Catholic Voluntary Aided Primary School, Flint, and St Richard Gwyn Catholic Voluntary Aided High School, Flint, by 31 August 2027.
  • Establish a new English-medium Catholic Voluntary Aided 3-18 school from 1 September 2027 with a new name and school number.
  • Enable the new school to operate across the existing school sites until a new school building is developed, currently anticipated from September 2030.

Consultation Update

The statutory consultation on this proposal ran from 16 June 2026 to 29 July 2026 and is now closed.
