Chief Officer, Place and Growth
Flintshire County Council

With the imminent retirement of the existing postholder, we are looking for a strategic leader with excellent people skills and a track record of leading cultural change, sound financial management and ensuring effective governance.  You will be an effective communicator with experience of collaborative and partnership working, gained within a large, complex organisation. 

As part of a close and effective senior team, you will help to develop a strong corporate focus and a coherent corporate culture across the authority.  Responsible for driving planning, regeneration, economic growth and sustainability.

1. Applications
Candidates are required to complete the Council’s standard application form.  Additional sheets can be used about details of your work experience.  CVs will not be accepted.


2. References
The referees who are quoted on your application form must be contactable before final interview.  Referees should also be able to comment from first-hand experience on your suitability for this position and have worked with you during the last three years of your employment. 


3. Closing Date
The closing date for receipt of applications is 17:00 on 26 May 2025.


4. Timetable
Shortlisting will take place on 27 May 2025 and candidates will be notified of the decision by 4pm on 27 May 2025.  First stage interviews will take place on 30 May 2025. The Final stage consists of a Member Panel Interview (plus assessment) and will take place on 16 June 2025


5. Selection Process
The selection process will be as follows:
(a) Your completed application form will be considered by the Chief Executive and the Corporate Manager, People and Organisational Development who will prepare a short-list of candidates for first stage interview.  It is important that your application fully addresses the requirements of the Person Specification as short-listing will be based strictly on the criteria therein.
(b) Short-listed candidates will be invited to attend a first-stage interview, in person, with the Chief Executive and the Corporate Manager, People and Organisational Development. 
(c) Following the first-stage interviews, the Chief Executive the Corporate Manager, People and Organisational Development will make recommendations as to which candidates should proceed to the final stage to a panel of Elected Members.  Members will decide, which candidates, if any, proceed to the final stage.
(d) The Final Stage Interview with the Member Panel will take place, in person, on 16 June 2025. Candidates selected for Final stage will be required to prepare and deliver a 10 minute presentation at the start of the interview. Further details will be provided to in advance of the Final Assessment.
