Terms and conditions of approval

A street party is a small event attended by local residents and their families; and which isn't advertised to the wider community.

In order to close a road for a street party, a Temporary Traffic Order (TTRO) is required. A TTRO application will only be approved for minor residential roads where the closure will have minimal impact on through traffic. Roads that are part of a bus route, or are used to access businesses or a high number of other residential roads will generally not be considered suitable. 

Applicants or the nominated person in overall charge of the event:

  • must provide an emergency contact phone number that can be reached for the duration of the event
  • must consult and engage with those likely to be affected by any traffic restriction
  • must arrange for a minimum of one road closed sign to be placed at each point where the road(s) are to be closed.

  • must erect the public notice that Flintshire County Council will issue at each end of the closure at least seven days prior to the street party
  • must ensure all equipment, materials and rubbish associated with the event is cleared. the road returned to the condition found before the event and the road reopened by the time the licence expires (this cannot wait until the following morning)
  • must ensure noise from the event is kept to acceptable levels at all times and to a minimum after 9pm

Organisers of a street party must consult with all stakeholders that would be affected by the restriction. The amount of engagement you need to undertake should be determined by the scale and potential impact of your event. Should any adverse comments in relation to the traffic management proposals be received, these should be resolved by the event organiser. Should an applicant be unable to resolve any genuine disputes with mitigation, the applicant must notify Flintshire County Council. If the Council believes an inadequate level of engagement has been carried out, or there is an objection to the closure that cannot be mitigated and is therefore upheld, we reserve the right to alter the traffic management proposals or refuse an application.

In advance of the event Flintshire County Council will provide up to two road closure signs, and 12 traffic cones, free of charge. If any further signage is required to facilitate your party, you will need to engage with a traffic management provider independently. The equipment will be delivered to the home address of the applicant, and collected during the following working week.  Any costs incurred to replace damaged or lost equipment will be recovered from the applicant.

Although not compulsory, it is recommended that organisers of street parties consider having public liability insurance in place for this type of event.

Your party must comply with any COVID-19 restrictions and guidance at the time of the event.
