Draft Strategic Transformation Strategy


The council has a strong history of making savings and doing things differently to ensure it is financially sustainable. However, budgetary pressures continue across the public sector and at the same time expectations about service delivery, and the number of people entitled to receive statutory support, is growing. 

The council must continue to innovate in the delivery of its services to meet the significant challenges that it faces. The council is therefore scaling up its capacity for transformation and creating a strategic transformation programme. The programme will focus on delivering change and accelerating delivery, demonstrating value for money, and generating efficiencies that are sustainable.

A Strategic Transformation Strategy 2026-2029 has been drafted to set out the strategic direction and the governance arrangements for the strategic transformation programme. In essence it contains information on what the council intends to do and how it will do it. 

Delivery of the Strategic Transformation Strategy and strategic transformation programme will be through transformation projects and programmes of work. Where these projects and programmes may result in changes to services or policies, the council will undertake individual impact assessments and consult with stakeholders around the specifics of any proposed change. 

At this point, the council is keen to consult and engage residents, customers, and service users on its strategic plans for transformation, as contained in the draft Strategic Transformation Strategy.
