Flintshire Local Development Plan – Consultation on Draft Interim Guidance Note - Houses in Multiple Occupation (HMO)

We are inviting your views on a Draft Interim Planning Guidance Note relating to Houses in Multiple Occupation.

The interim document provides guidance on the assessment of planning applications for HMOs. It aims to support consistent decision-making while helping to manage the impact of HMOs on local communities.

The Local Planning Authority would like to hear from a wide range of statutory and non-statutory organisations, town and community councils, voluntary groups and the general public as well as local planning consultants and agents.

The draft interim guidance note will be made available for consultation commencing on Friday 29/08/2025 and ending on Friday 10/10/2025.

Comments should be forwarded to Flintshire County Council by 5.00pm on Friday 10th October 2025 using one of the following methods:

The feedback given will be carefully considered and will help to enable the final interim guidance note to be approved and published by the Council. Responses and any necessary changes to the interim guidance note will firstly be considered and endorsed by the Planning Strategy Group before final adoption of the interim guidance note by the Cabinet.
