Examples of eligible works
The Town Centre Property Improvement Grant (TCPIG) supports a wide range of commercial property improvements across Flintshire's town centres.
Grants are available from £5,000 to £50,000, covering up to 70% of your total project costs. You will need to fund at least 30% yourself.

External works are the core of the TCPIG scheme. They can be funded as a standalone project — you do not need to carry out internal works to be eligible.
Shopfronts & Facades
- New or replacement shopfronts
- Improved display windows
- Traditional shopfront restoration
- Accessibility improvements to entrance
Building Exterior
- Roof repairs and replacement
- Window and door replacement
- Rendering and external cladding
- Repointing and stone cleaning
- Structural repairs
Signage
- New or replacement signage
- Illuminated signage
- Fascia board replacement
External Lighting
- Security lighting
- Decorative external lighting
- LED upgrades to external fixtures
Rainwater Goods
- Guttering replacement
- Downpipe replacement
- Associated drainage works
Condition for internal works
Internal works are only eligible when combined with a package of external improvements. Internal-only projects will not be considered for funding.
Where you are carrying out eligible external works, you may also include internal improvements as part of your project.
Walls, Ceilings & Floors
- Internal walls and partitions
- Ceilings and soffits
- Flooring replacement or upgrade
- Layout changes for better use of space
Accessibility
- Ramps and level access
- Accessible WC facilities
- Lifts and platform lifts
- Hearing loops and wayfinding
Lighting
- Internal LED lighting systems
- Feature lighting upgrades
- Emergency lighting
Welfare & Utilities
- Essential washroom facilities
- Staff welfare areas (essential only)
- Utilities and services upgrades
- Heating system upgrades
Structural
- Internal structural repairs
- Load-bearing wall alterations
- Underpinning (where required)
Condition for energy efficiency works
Energy efficiency improvements are only eligible when combined with a package of external improvements. Standalone energy efficiency projects will not be considered.
Improving the energy efficiency of your property is a supported element of the TCPIG scheme when carried out alongside eligible external works. These improvements can reduce running costs and future-proof your building.
Insulation

Glazing
- Double glazing installation or replacement
- Triple glazing
- Secondary glazing
Heating
- Energy-efficient heating systems
- Air source heat pumps
- Smart heating controls
Renewables & Lighting
- Solar panels (where planning permits)
- LED lighting systems (internal and external)
- Mechanical ventilation with heat recovery (MVHR)
The following are not eligible for TCPIG funding. If you are unsure whether your project qualifies, contact the Regeneration Team before proceeding.
Works Already Started or Committed
- Any works started or completed before grant approval
- Orders placed or deposits paid before approval
- Retrospective funding is not available under any circumstances
Property Type
- Purely residential properties
- Properties outside the eight designated Flintshire town centre boundaries
- Vacant land or new-build properties
Work Type
- Routine maintenance and redecoration
- Stock, equipment, or furniture
- Marketing or promotional materials
- Business rates or rent payments
- Staffing costs
Professional Fees
- Architect fees, surveyor fees, and project management fees are NOT covered by the grant
- However, these costs CAN count towards your 30% match funding contribution

Property is located outside of eligible TCPIG boundaries:
Please note: There’s also limited funding available for properties located up to 0.5 miles from the defined town centre boundaries. Contact the Regeneration Team if you think your property is in this area.
Note on professional fees
Professional fees such as architect and surveyor costs cannot be claimed as grant expenditure, but they are a legitimate part of your match funding contribution. For example: if your total project cost is £30,000 (including £3,000 architect fees), you need to contribute £9,000. Your architect fees can count as part of that £9,000.
