Council Tax Premium Data


The Council charges a premium on Council Tax properties under powers detailed in the Housing (Wales) Act 2014 at the following rates from 1st April 2023:

• 75% for Long Term Empty properties (those that are empty for 12 months or longer), and 
• 100% for Second Homes (homes designated as being periodically occupied).

The total number of long-term empty properties in Flintshire on the 31st March 2023 was 644.
The total number of second homes in Flintshire on the 31st March 2023 was 182.

The number of long-term empty properties in Flintshire on 31st March 2023 subject to a premium was 615.
The total number of second homes in Flintshire on 31st March 2023 subject to a premium was 179.

For 2022/23, the amount of additional premium charged on long-term empty properties was £395,050.For 2022/23, the amount of additional premium charge charged on second homes was £145,287.

We utilise revenue generated from the Council Tax Premium to support the full range of service we provide, other than Council Housing which is paid for by Council tenants through their rent. We also use the revenue to prevent homelessness, tackle poverty and support funding for projects that ensure our communities are sustainable.
