Licences and permits

Flintshire County Council has responsibility for licensing and monitoring a number of types of business activity conducted within the area.  These activities range from placing a builder's skip on the highway to running a zoo.

We carry out checks and inspections on a regular basis, and regularly inspect premises to ensure that all the conditions attached to the license or registration are being met.  We will investigate complaints including those concerning premises operating illegally without a license.

Enforcement Policy

Flintshire County Council's Public Protection Service has produced its latest Enforcement Policy (PDF 110KB new window) which outlines its approach to regulation and enforcement.  The Policy reflects the latest guidance and best practice on regulation and enforcement and has been broadly adopted by neighbouring authorities in North Wales.

Child performance licence

Children who take part in performances have to be licensed by the Local Authority (LEA) in whose area they live. The law requires this in order to safeguard children’s health, welfare and education and to ensure they are free from harm and exploitation.

To authorise the supply of alcohol and regulated entertainment in a qualifying club you need a club premises certificate from your local authority.

Consumer credit licence

Under the Consumer Credit Act 1974 most businesses that offer credit or lend money to consumers, or allow customers time to pay for goods and services, must be licensed.

Cooling tower notification

You must notify your local authority or district council of a cooling tower or evaporative condenser.

Dangerous wild animals licence

Anyone who keeps a dangerous wild animal must be licensed to ensure that appropriate standards of animal welfare and public safety are maintained.

Environmental permit

If you operate a regulated facility you must have an environmental permit.

Explosives licence

A licence or registration is required to store explosives including fireworks kept for the purpose of sale.

If you operate certain food premises you may need to be approved by your local authority

The Gambling Act 2005 received Royal Assent on 7 April 2005 and gives effect to the Government’s proposals for reform of the law on gambling

Houses in multiple occupation licence

If you rent out a property for house in multiple occupation (HMO), you may require a licence from your local authority.

House to house collection permit

To carry out house-to-house collections for charitable purposes in England and Wales you need a licence from the local authority.

Hypnotism authorisation

If you wish to show, demonstrate or perform a hypnotism act in public, you must have authorisation from the local authority in England and Wales.

Occupation of the road in connection with building work

To temporarily deposit items in the street or make an excavation you must have consent

Pavement licence

To place tables, chairs or other temporary furniture on the pavement in England and Wales you require a licence from your local authority.

Performing animals registration

If you exhibit, use or train performing animals, in England, Wales or Scotland, you must be registered with your local authority.

Pet shop licence

To run a business selling pet animals you need a licence from the local authority. This includes all commercial selling of pet animals, including pet shops and businesses selling animals over the internet.

Petroleum licence

To store and dispense petrol directly into the fuel tank of an internal combustion engine, you need a licence.

Poisons licence

Retailers are required to have their premises listed with the local authority if they intend to sell certain poisons.

Premises licence – alcohol and entertainment

To provide late-night refreshments, regulated entertainment, and sell alcohol, you need a licence.

Private hire and hackney carriage - licences

The Licensing Section is responsible for the licensing of all Private Hire and Hackney Carriage vehicles and drivers, and all Private Hire Operators within the County of Flintshire.

To run a riding establishment in England, Scotland or Wales, you need a licence

Sex shop and cinema licence

To run a sex shop - ie any premises selling sex toys, books or videos - you may need a licence from the local authority. To run a venue where explicit films are shown to members of the public, you also need a licence from the local authority.

Sports ground safety certificate

If you operate a sports ground in England, Scotland or Wales that holds more than 10,000 spectators, you may be required to hold a safety certificate.

Sports stand safety certificate

If you operate a sports ground in England, Scotland or Wales which is not designated as requiring a safety certificate, you will still require a safety certificate for any covered stand that holds 500 or more spectators.
