Flintshire’s Local Transport Plan (2001 – 2006), issued in August 2000, presents the County Council's vision and aspirations for transport together with the strategies and measures intended to achieve them in the context of a 20-year horizon.

Four Annual Progress Reports were subsequently published, (2002 – 2005) detailing how Flintshire was achieving it’s objectives through the Targets set within the Plan.  The main purpose of the APRs is to provide a commentary on the progress made on the implementation of strategies and measures programmed in the FLTP, and state how effective this has been towards meeting its objectives and targets. The APRs also show any changes to the programme since the issue of the FLTP and describe any factors which have effected a change to it, or its context.

The North Wales Regional Transport Plan

There has been no requirement for Flintshire County Council to produce Annual Progress Reports  since 2006 due to preparation being undertaken for a 2nd Transport Plan.  In accordance with the Wales Transport Act 2006, the Taith Consortium is required by the Welsh Assembly Government (WAG) to produce a Regional Transport Plan (RTP) for North Wales consistent with its own Wales Transport Strategy (WTS).

Regional Transport Plan’s (RTP’s) will be strategic plans taking a 20 year perspective.  The first RTP will incorporate Action programmes for the period 2008-2013 corresponding to a new transport funding regime to be announced by WAG. A full Draft RTP was submitted to WAG in December 2008.  It is intended that a full RTP will be published in April 2009.
