The planning system plays an important role in helping protect the environment in our villages and towns and in the countryside.
As your local planning authority we are responsible for deciding whether development in Flintshire - from an extension on a house to a new shopping centre - should go ahead. We are also required to produce the Unitary Development Plan (UDP) and prepare local planning policies and guidance which outline how planning will be managed in Flintshire. The Welsh Assembly Government is responsible for the overall framework of the planning system in Wales.

You do not need to have received a letter from us or even live near the application site to comment on a planning application. Anyone can send us their comments, whether objecting to, or in favour of a proposal.

When you are ready to make your application, you must complete the correct forms. There are different forms for different types of development. You can choose to print and complete forms by hand or complete and submit them online.
Planning permission is needed for most significant building works or new uses. In Flintshire most people comply with the procedures and law. The Planning Enforcement Service deals with any breaches that occur.
The Planning Policy Team is responsible for producing and implementing an important statement of Council policy: the statutory development plan for the County.

When a planning application is submitted it must be accompanied by location and block plans. The Geographic Information Services (GIS) Team can supply you with accurate up-to-date plans which are centred on the application site.

Flintshire County Council accepts applications made online through the Planning Portal. The Portal submission service is free to use and enables you to create and submit your application electronically.
Flintshire County Council is preparing a Unitary Development Plan (UDP) for the County. This will be the County's land-use plan for the period 2000 - 2015 and will control the scale and location of new development, as well as specifying areas for conservation and protection.
