Blue Badge - Eligibility Checker

The aim of the Blue Badge Scheme is to provide badge holders access to services, enabling you to park closer to where you need to go.

The eligibility criteria is generally aimed at people with mobility problems and those who are in receipt of certain benefits which include a mobility assessment. The criteria has been extended recently to include some people with cognitive impairments.

The eligibility criteria is written in law to identify the right people are issued a badge.

Do you qualify for any of the following benefits?

  • Higher Rate of the Mobility Component of the Disability Living Allowance (HRMCDLA)
  • War Pensioner's Mobility Supplement (WPMS)
  • A lump sum benefit at tariffs 1-8 of the Armed Forces Compensation Scheme, and certified as having a permanent and substantial disability which causes inability or considerable difficulties in walking
  • Tariff 6 - Permanent Mental Disorder of the Armed Forces Compensation Scheme
  • A sight impairment
  • Personal Independence Payment (PIP) as detailed:
    - Mobility Activity 1, descriptor f, 12 points; or
    - Mobility Activity 2, descriptors c, d, e, or f, 8-12 points

This means that you are automatically eligible for a badge. You can apply online using the button below, however you will also need to provide some evidence documents to support your application. The documents you will need to provide are:

Proof of Identity

You will need one of the following:

  • Birth/Adoption certificate
  • Marriage/Divorce certificate
  • Civil partnership/Dissolution certificate
  • Valid driving license
  • Valid passport

Proof of Residency

There are a few ways to prove your residency, these are:

  • Council tax bill
  • Consent for us to check our council tax records/electoral register/school records on your behalf

Photograph for the Blue Badge

This should be a recent passport-style photograph of the applicant. The photograph should show the applicants full face so that the holder can be easily identified and no one else should be in the photograph. The photograph will be placed on the back of the badge and will not be visible when the badge is being displayed in the vehicle. A photograph can be taken by one of our customer advisors at our Flintshire Connects centres.

Proof of Receipt of Benefit

Depending on which benefit you are in receipt of you will need to provide the below related evidence:

Tariff 6, – Permanent Mental Disorder of the Armed Forces Compensation Scheme Original award letter which demonstrates that the applicant has been awarded tariff 6, - Permanent Mental Disorder of the Armed Forces Compensation Scheme
Sight Impairment Ophthalmologist report or CV1/BD8 form of registration with local authority as sight impaired
Personal Independence Payment (PIP) as detailed:
- Mobility Activity 1, descriptor f, 12 points; or
- Mobility Activity 2, descriptors c, d, e, or f, 8-12 points

  • Do you have a permanent and substantial disability which causes inability to walk or very considerable difficulties in walking?
  • Do you drive a vehicle regularly and have a disability in both arms unabling you to operate, or have considerable difficulty in operating, all or some types of parking equipment?
  • Do you hold a DS1500 Special Case Terminally Ill form? (Please note that you/they must be able to demonstrate that you have a mobility impairment)
  • Do you have or care for a child who, due to their condition, must always be accompanied by bulky medical equipment which cannot be carried around with the child without great difficulty?
  • Do you have or care for a child who, due to their condition, must always be kept near a motor vehicle so that, if necassary, treatment for that condition can be given in the vehicle or they can be taken quickly in the vehicle to a place where such treatment can be given?
